(Found) Looking for a book 80s young adult sci fi

Hello!

First Post here, looking for a book I remember reading from my local library early to mid 80s

Its a sci fi Book, possibly part of a series, the main character was possibly experimented on by aliens? He had a tattoo or markings of 3 dots in a triangle shape on his arm and a companion who was maybe a human ape half breed possibly called bear or baer

There was a section they travelled through a ruined city and rescued a girl from a gang

Did the 3 tattoos do anything other than exist? Press them and you turn into a turtle, or something?

What time period are we talking about? Rustic city? Modern? Futuristic??

Any psychic powers between man and baer?

How did they travel? On foot? Horseish creature? Mechanical vehicle?

So the tattoos didn't do anything, I'd say futuristic, possibly after an alien invasion

Main character possibly had some kind if psychic ability

Travel on foot?
