In Ace Combat, the world is divided into imaginary countries. The technology may be a little different.

I don't play the games, but I remember watching my brother play and I remember liking the concept. Are there any novels that feature fictional countries in an otherwise mundane setting? Maybe alternate history or just a different Earth? It doesn't need to be military/war-based.

Iceland is not quite what I had in mind.

K.J. Parker's books are close to this. 16 Ways to Defend a Walled City, or the Engineer trilogy (starting with Devices and Desires) are basically fantasy books without magic of any kind. Tech levels are pre- or very early industrial so not quite where the game world you're referencing is, but it's the closest I can think of.
