Mid 20th Cen. short story (probably) or novelette (possibly).
Big news items are first space station and first sonic speed car. Then an alien logbook is discovered (weird material, etc.). The dialect tends to put pairs of words together likethis. Writer describes how they came to this planet and found everything frozen. Describes the crowd watching a motionless car, everybody still as a statue. They found the space station and looked in the portholes, but the "epidemic" of immobility had struck there, too. They decide to return in a hundred "bleems" (or whatever the time unit was) and see if life has evolved again.
The narrator of the story mourns that, no matter how fast life is when they come back, the time-warped aliens will still find us "motionless".
