Couple memories (same book?)

I think these are from the same book.
One is of a lunar colony that is under a ruthless dictatorship, in which the art of literacy has been completely lost. The dictator is an artist and sculptor.
The second is of a character who a time traveler has seen in the future, so is guaranteed to live till then. But it turns out he was brain injured in a near fatal incident and was in an "autistic" state at the time.

Even if the two are not from the same novel, I am almost certain they are both novels.
