How did The Race maintain its industry and technology?

IIRC The Race took millennia to advance as far as humanity does in decades (that's why they were so surprised when the invasion fleet reached Earth at the height of World War Two after they probed it in the Dark Ages). It is quite plausible that we are not advancing fast enough to get sustainable technologies before we collapse from resource depletion and pollution. How did The Race manage to escape this trap if they are only 1% as progressive as we are?
 
I get the impression (sorry, no quotes - it's a while since I read Worldwar) that the Race were very reluctant to take up new technologies and advances in science until they were thoroughly tested, analysed, trialled and reported on.
This could mean that something that humans would have out in the field, so-to-speak, in two years, would take the Race maybe 50-100 years. With such a slow rate of change, the consequences of depletion of resources and effect on the environment would be considered far earlier than humans tend to, and mitigating controls added in at an early stage - something that we don't do, especially if there's lots of money to be made...
 
Ancient China was similar to The Race, society and scientific advancement was more or less static.
It took outside influence to get things starting to move.
