(Found) A book from my teens?

I'm trying to remember the title or series of books, my best recollection being as follows:

All modern power stops working.
All cars etc stop, there is a dragon seen above a motorway.
I think there witches and Ley Lines power started producing magic again and I think there was a keeper of secrets.

Is this enough to go on to get any titles, its my first request.

I'm just about to start another read through the series as it must have touched a feeling remembering that detail, thanks again.
