I am looking for the title of an older science fiction short story. It is set in a world where the Us is at odds with another country (possibly China). They are trying to ship some toys into the country but the Us is trying to determine if they are harmful. One of them is a war type game that does not pass through. There is another game they look at that where the goal is to lose. This game passes inspection despite being the more dangerous of the two games.
