Hello, this was read in a collection of short stories, a hardback published or written in the 1970s/80s. The story - the main character appears wealthy/connected and is having a discussion with another man about a law change where those that don't appear fully human (?) or are deviant/different from the norm will be affected. They seem to weigh the pros and cons.
The shock twist ending is that afterwards, the man walks out into the (NYC) snow covered streets, bundled in his coat and either his long horns or antlers touch the snow as he walks.
