(Found)Sci fi plot - Learning packs on back of neck, teen flees city

Sci fi book about a teen. Teens were forced to “install” learning packs on the backs of their necks to assign a career. He accepted his learning pack but then fled his city only to find out it was a domed weather-controlled city. Any ideas what book this is? Its from my childhood and its killing me…
