Chip On His Shoulder

My son remembers a short-short story from an audio book checked out of the library in the late 90s. Likely targeted to children. Trying to find book and author.

Here is the story (as far as he remembers):

Once there was a man who woke up with a chip on his shoulder.

He said, "Oh well, sometimes that is how it goes"

It was around the same time we were reading Nicobobinus and Fairy Tales by Terry Jones. It seems to have kind of the same sensibility, but I can't find it in any of his books.
