Book about escaping a rigid island community

I'm looking for a book
I read this in secondary school so maybe 10-20 yrs ago in a school library.

Aimed at teens/young adults.

Set on an island with lots of rigid rules significant gender segregation- men do fishing and women knit, women from different families knit different clothes (e.g. one family does jumpers, another socks and gloves). Women all have their hair on plaits. The community drags in logs that ride in on the tide for fuel etc.

Main character is a young girl - her family knit socks and gloves - and she lives with mum and brother. Brother can be violent towards her - it's allowed by the communities rules. Women aren't supposed to learn but she does in secret. She eventually runs away - swims off and gets on a log to follow the tide to the mainland.

It's weirdly specific but I just can't find it?
 
I think it was aimed at much younger readers than asimov
I think on the mainland after she escaped there was a bunch of pretending to be mute to avoid interrogation and running snd hiding from authorities?? But I remember that less well - I think it was in a sequel though, either a second book or maybe part of a trilogy?
