Where to find newly published authors?

You mean 'find' as in meet some in person? Perhaps at their debut press conferences? There are lots of newly published authors in instagram/fb groups/tiktok.
 
If you want to keep up to date as you go, getting twitter and following a small selection of book bloggers - or wordpress and doing the same - would be a good start
