Bears come to Earth

Probably Fifties or Sixties. Short story. Aliens who resemble upright bears come to Earth and have bad First Contact with humans. Don't even realize we are sapient. A human muses that a human would grate on a bear more than a bear would grate on a human...'like a frog ready to be skinned'. At the end, as the aliens prepare to leave, they see an Earth bear and the captain muses that this is the ancestor of this planet's native race and future civilization.
