I can't think of any established traditional publishers who charge the author for promotion and marketing. On the other hand, most of the time they don't do much in the way of promotion, except for their lead titles . . . well, they don't do much visibly, I should say, since there is no way of knowing what their sales reps are doing behind the scenes, unless you're a buyer for a chain bookstore and have direct dealings with the reps.
And I'd steer clear of any publishers who charge their author for sales and marketing, as they tend to be scammers, more intent on selling their services to authors than on selling books to readers. Money should flow from the publisher to the author is a good rule to follow.
Now if the author is self-publishing the book and pays the company that prints the book for them for some sort of marketing deal as well... well, I'd still be wary because I doubt they'd have the resources to do a good job, but so long as they are not pretending to be a publisher but simply presenting themselves as a company that offers the self-published author certain services, I wouldn't automatically think "scammer," but would take the time to look into what they can actually do for an author and what they charge for doing it, before seriously considering whether I'd do business with them. (Some such companies don't set out to scam authors, but they have little experience in the publishing world and promise much more than they can actually deliver.)
