As far as I remember it was about an old couple who lived in the forest. One day they found a baby toddling around. They took him in and reared him. Turns out he is from this settlement where operations are performed on pregnant women so their children are sorta monsters- loads of hair and stuff.

The child has escaped, and he goes back there to try and free them... It was def science fiction
 
There's shades of Wells' The Island of Doctor Moreau and Ira Levin's The Boys From Brazil - but I'm certain it isn't eitherbook, if that helps in a sort of eliminationistic way.
 
More details... one may have been called Finn.
Experiments were being conducted on pregnant woman to make them give birth to stronger monsterlike things. He goes there to rescue the monsters after his girlfriend is captured by them

His girlfriend is captured and he goes there to rescue the monsters? This guy definitely has problems with keeping his priorities right :p

Actually it'd be cool if all the monsters including him came from the same woman. Then it'd be sort of like a spicy 70's Bollywood saga. You'd have a scene where he'd be swearing dramatic vengeance on the critters that took away his girlfriend, then his dying tuberculosis ridden mother would turn up to inform him that the critters are "none other than his own long-lost brothers" and how they can be identified by a particular birthmark or talisman. Then he'd shift his vengeance on to the person behind the whole game :D
 
Stop joking you guys. She might have been his foster sister. He reckons by going to these deformed people's settlements that he can find her and save her from the fate of the other women
