It would apear to be a follow up to their "Powers that be" trilogy- so if you haven't read those, it might be a little difficult to follow. Also, I did read them, and apart from one or two details, have few memories (contrast that with say "the ship who sang" which I read decades earlier) Still. Yes I read Powers That Be, although I must admit I didn't enjoy them as much as the Pern series.
