i'll concede that sam can and does go over the top once in a while...then again so does jack.
i think it's more of a 'family' unit now and she feels more comfortable being casual.
and...if you watch enemy within, right at the beginning when jack &kawalsky are arguing, notice the look sam exchanges with george...they seem to know each other. and this was before the whole jacob thing. course in hindsight, george probably knew her growing up, at least a casual relationship. this would make her a bit more confident in acting a little freerer...then compare how she acts in chain reaction with bauer...imagine if hammond were to instruct her to make the bomb...she'd probably have reacted stronger than she did with bauer.
we've also seen her familiarity with another general in prodigy...i think she has several friends in high places.
to me the familiarity with hammond and now with jack, along with pretty much being earth's expert on the gate gives her a confidence to push the regs envelope a bit...
