it was probably those reasons, but the "female changling" managed to have plenty of scenes in her 'normal' face, so I guess they could have said that Odo can do faces, but prefers to keep his own, and would resist attempts by the crew to have him impersonate ther people...
Anyway I dont think they wanted us to see how old Rene looks compared to Odo who is supposed to be young for a changling....
 
do u remember at the brginning when he spoke of being made to resemble a spinng top... at the request of the pople who researched him...

Probably why he no longer wanted to conform to what humans wanted him to do
 
he may have stopped trying to emulate a perfect human face on purpose...

I wonder if he'll be able to now he'd rejoined the link?
 
i reckon he always could just chose not to
