Just so you know, in Dragonball, time travel does not allow you to change history. It lets you travel back to a specific point, true, but once you start changing things, it creates an alternate timeline that does not effect the one you origionally came from in any way.
Look at Trunks. He traveled back and saved Goku, warned them of the androids, helped them to kill Cell, and set into motion events that would turn 17 and 18 into good guys. Once Trunks returned to his own time, Goku was still dead, 17 and 18 were still on a rampage, and Cell was still around.
...also, anyone who wants regeneration should really take into consideration which kind of regeneration it is they would want. The kind used by Piccolo and Cell puts a lot of strain on the body, and actually uses up a good deal of energy, so even though your body is in tact again your power is lower.
The kind used by Buu doesn't provide any kind of strain or weakness, but that's only because Buu isn't made of "solid" matter, and has unlimited power.
...oh, and I would pick the Taioken...the American dub calls this move the "Solar Flare". Regardless who you're facing, regardless how strong they are, this move will give you the advantage.
