Would it actually be against the rules, court-marshal-offense thing for Jack and Sam to date, or would it just be frowned upon?

I think it actually is a court-marshalable (spelling lol) offense for them to be involved. It would definitely be frowned upon. But thats only what i can gather from fanfics
