True, but it's not too likely that a lot of companies would do this. Company's are in buisness to make money, and making their product available for free in no way benefits that company, so ones who do this would be few and far between.
I don't really know about either of those sites, but 9 times out of 10, if you find a full ep/movie dl site, it's not legal.
For example, Funimation owns DB and DBZ. There are a lot of sites that have DB/Z full eps and movies for download, but each and every one of those sites are illegal. The only site that could legally do this is dragonballz.com, Funimation's own site.
