Okay people, let's put egos aside and look at the facts about Nameks and Saya-jins.
Nameks
They're a peaceful race of farmers and healers. Untill Freezer and his men landed, no hostiles had ever set foot on planet Namek. Nameks do not desire power or have a thirst for battle. They do not train at all, as they have absolutly no reason to.
That means whatever power a Namek has is what he has naturally.
The three Nameks we see Dodoria kill are young, healthy, and in their prime. They each had a power level of exactly 3000. Since this was true for all of them, it stands to reason that we can asume that this holds true for most(if not all)young healthy Nameks.
Saya-jins
They are a warrior race that covets power. If a Saya-jin is deemed to be too weak, the Saya-jin is sent away to a weak world.
Radiz was not sent away as a child. After a lifetime of fighting, Radiz only acumulated a power level of 1200. Considering that he has been an active warrior his entire life, his PL at birth must have been fairly low by comparison.
Since Radiz was never sent away as a baby, it means he was not deemed to be a weak fighter. That means that someone born so weak that he only gets up to a lil over one thousand after an entire lifetime of fighting is considered to be strong by Saya-jin standards.
...so what about the "exceptions"?
Nail
By far the strongest Namek on their home planet. I fully believe that Nail was only so powerful due to his potental being relieced by the elder. I mean come on, the most powerful person on Namek just happens to hang around/guard the one person on the planet who can release hidden power...too much to be a coincidence. So Nail is a kind of "just in case", ace in the hole guy in the event that something bad did happen on Namek.
Piccolo
The only reason Piccolo cared about becoming strong, was evil, or was even concerned with training is that he grew up on a very violent and harsh planet(earth), and that drastically effected the way he grew up.
Also add to the fact that Piccolo has endured several merger powerups, as well as spent two days in the ROSAT.
Napa
Napa led the Saya-jin eliete. The Saya-jin heirchy is rooted solely in strength, so the fact that Napa led the elite means that he was the strongest of the elite. This means that Napa was the strongest Saya-jin outside of the royal family.
When Napa found out that someone with a PL of 5000 (Goku) was coming to the battlefield, he had a look of fear on his face. However Napa faces Goku anyway. To me this says that Napa was weaker than 5000, but not so much that he thought he'd have no chance.
Goku, Gohan, Vegeta, excetera...
The only reason any of these people are so strong is that tehy did not live their entire lives as normal Saya-jins did. Goku and Gohan underwent special training, and Vegeta was born into power & augmented it through special training methods.
...so what in the hell was my point in all of this? This:
Average Saya-jin = 1200 (give or take)
Saya-jin elite = 4000 or less
Average Namek = 3000-ish
"elite" Namek = Nail's PL (40,000?)
All the main people in DBZ = literally the freaks of their respective races. How strong they are has no bearing on how strong their overall race is.
