Yes, but the answer you come out with will not nesessicarily be a high number. Add up all of the various PLs of each Saya-jin in the entire race, then divide that number by however many billions of Saya-jins made up their race, and you could very well get a number lower than a thousand.
and would you like to have al of you warriors around the same power level or would you like to have 1 or 2 strong ones and them a much of weak ones.
I personally would keep several calibors of fighters, different levels of fighters to handle different levels of threats(specialty teams, if you will). However this is not how Saya-jins think. The personal goal of each and every Saya-jin is to fight and become stronger. The problem lies in the fact that they use the methods I described earlier, and that sevearly limits how much power they can gain.
so the disadvantages you name were infact advantages
Not if they wanted power they weren't.
Group fighting: no one person does enough to gain much of anyhting
Assigned opponents: only fighting opponents who Freezer knew they could beat ensures that the Saya-jins would not have to work all that hard anyway, and thus not gain power.
Ozaru: transforming into their giant ape stage multiplys their power by ten, but this means they will have to work even less to win, plus the fact that the entire power boost of Ozaru disapears once they revert back to their normal form.

any of these are advantages to a race who wants nothing more than to gain power.
because they were trying to make the others strong but still have someone there just incase the other race was stronger than normal that was all they were doing.
That's what the Nameks situation was(Nail, as opposed to the normal Namek). That makes sense for a race such as the Nameks who are peaceful, but not for a race like the Saya-jins who send each and every one of their members out to fight till the death.
