That was Men at Arms, with possibly the best Pratchettism I've ever seen. Something along the lines of: Rich people are rich because they can afford to buy cheaper products than poor people.

I've moved on to Soul Music already, with the very true statement: "Susan didn't like Literature. She'd rather read a good book."

Ah yes, The Samuel Vimes 'Boots' Theory Of Socio-Economic Injustice, the "Vimes Boots" theory. It's been called the "poverty tax" over here, but I always prefer explaining it through a pratchettism.
 
Hmm, for me it was my least favourite. So much so that I didn't finish it and have moved on to Maskerade. Different strokes for different folks of course.
