I think the two headed water horse was the barge that the Hound and Arya used to cross a river.... My guess is Sandor Clegane.
 
Arthur, it set me back for a few minutes. I first thought of ships from the Slaver's Bay or Qarth... I thought it was a good quote, not memorable, but one that could be deduced from the text. I like those.
