Yes, Theon is correct. That was the third time in a row i used him, so it's unlikely that the next time i win the answer will be Theon :D

The only Frey POV was in the epilogue of aCoK, and it wasn't thought then.

It was thought by someone who is politically astute, so that leaves out a LOT of POVS. I'll narrow it down to Tyrion, Dany, Davos. BFS, Kevan, Jon C. and Jon S.

I think it was either Tyrion or Davos. I'll go with Tyrion.
 
Oh, so close Imp! Not Tyrion, but yes it was Davos, in ADwD when he was talking to Lord Godric.
