It think it wasn't said about UnCat at all. Nobody would really say that a face of a woman who spent 2 days dead in a river would look like it was carved of ice. It had to happen somewhere in the north. Pale, bloodless, carved of ice. Sounds like someone scared. I'm going to go with Jon.

Ironically, guessing someone in the North makes you much warmer. Still wrong though :)
 
The only other POV we've had up there who could've expressed a "thought" would be Melisandre. Which would make this thought ironic indeed, if I'm right.
