A few random thoughts

I'm sure Jaqen has all sorts of tricks up his sleeve, but an important aspect that we are missing, is that GRRM might not have your experience with dogs, and therefore might not have thought a dog eating its dead master was so unreasonable.
 
As a dog owner for the better part of 40 years, I'll say that I've never owned or met a dog that wasn't absolutlely loyal to me (or its') master, and there's no way that you could have gotten any of my dogs to even growl at me, let alone attack. Perhaps the theory that Weese's dog svaged him after he was dead is true, but my belief is that no dog would shred its' master after he or she was dead, not even a scumbag master such as Weese. Maybe Jaqan could have used some sort of scent on Weese to confuse the dog, as they rely most on smell, but they also know their master's voice.

A dog that gets rabies will attack anyone regardless of loyalty. My first theory is that Jaqan used some kind of psychosomatic drug or poison on the dog along with some training to attack its former master.

My second (and more likely) theory is that the author put that in there as something to make the reader use their imagination. GRRM may not really have a definite idea himself how that could be done which is why it stays so mysterious.

Basilisk Blood.

AFFC, US edition page 736, Arya is in the House of Black and White helping the waif prepare potions. The waif tells her about Sweetsleep which they use for their patrons, and then describes the tears of Lys. Next, the waif says "This paste is spiced with basilisk blood. It will give cooked flesh a savory smell, but if eaten it produces violent madness in beasts as well as men. A mouse will attack a lion after a taste of basilisk blood."

Arya chewed her lip. "Would it work on dogs?"

"On any animal with warm blood." The waif slapped her.

She raised her hand to her cheek, more surprised than hurt. "Why did you do that?"

"It is Arya of House Stark who chews on her lip when ever she is thinking. Are you Arya of House Stark?"

Well, Arya was clearly thinking of poor old Weese and his dog, which is how Jaqen did him in. No warging, just a bit of savory basilisk blood.
