Hyphenate?

This causes arguments wherever it appears. Even Michael Swan in the Oxford Practical English Usage [highly recommended] isn't sure. He says 'If one is not sure whether to use a hyphen between words or not, the best thing is to look in a dictionary, or write the words without a hyphen.'
