As a reader (rather than a grammar expert) I have no problem with "I can't see the instructions?" and I would interpret that as meaning "Am I not allowed to see the instructions?" rather than "Am I not able..." And I also wouldn't even blink never mind question it. For me that's a perfectly normal way for someone to express a question using a statement. But the question mark is absolutely essential as without out it the meaning is completely different.
