If I'm not too late to comment, I'd query the use of commas in "Together, they must pool their resources, and use every means..." Not sure they're needed.

Yes I don't think they are needed either. They make it look as if you're using bracketing commas, which bracket a phrase that can be removed without destroying the sentence - except you can't here as it would be 'Together and use every means' which doesn't make sense.
