And what makes them so memorably boring and uninteresting ?:)

Jack from Lost. We got a WHOLE episode explaining his boring-ass tattoos, when the real reason boring old Jack had tattoos was because the actor had tattoos and we didn't need an episode about it. FFS. (Yes I'm still mad about it).

Angel from Buffy the Vampire Slayer and Angel. Also, his human counterpart, Seeley Booth from the show Bones.

One is a brooding, personality-less vampire seeking redemption for the brutal murders he committed when he was evil.

The other is an equally brooding, personality-less human seeking redemption for the sniper kills he made when in the military.

Both characters are painfully dull, predictable, and constantly outshined by the other characters beside them, even very minor characters or temporary characters. They have nothing more to offer than being over-protective of the strong, independent women they are in relationships with (which comes off as degrading and disrespectful) and a "tragic," unoriginal backstory that leads to a half-assed redemption arc. They both lack vibrancy and flourish.

Now, I know David Boreanaz didn't create the characters, but he also didn't bring much intrigue or creativity to them, either.

Star Trek has some winners

Wesley Crusher (ding ding ding)
Beverly Crusher (like mother, like son)
Guinan (who wants Jumpin' Jack Flash as a bartender?)
Neelix (who needs a cook when you have a replicator?)
Kes (and that unflattering hairstyle)
Ensign Kim (the only thing that he did which was exciting was getting attacked by Species 8472)

Further to KGeo777's answer, i always struggled with Will Riker. If there was an app that yelled "Shields Up" he'd be out of a job.

Captain Phasma from the Sequel Trilogy. Looked great, did nothing.

Dwayne Dibley from Red Dwarf.

Phasma should have been a major character in the story

Dwayne Dibley from Red Dwarf.

The Cat going from Mr Cool to Dwayne courtesy of the Emohawk still cracks me up . :D

Definitely Riker too.
I think they deliberately made him as boring as possible. And the subject of mockery for Q.
I recall that in the show bible they said Riker was to be the man of action on away missions but instead they shuffled him to the sidelines. Worf ended up as the fighter when necessary (which was rare). In First Contact, Picard turned into action man and Worf had some good scenes--fighting the borg and also when Picard calls him a coward. That was a very unique exchange. I can't remember the writer but there was a guy who did TOS scripts and he turned down TNG because he said the characters have no conflict that can be used for drama.
They could have done that with Worf but they didn't want to, presumably it would have been too problematic for their "tachyons of the week" approach.

Rey was the most boring in New Wars. Actually they were all pretty boring - even Kylo Ren. But yes, Phasma was cool design, redundant character. Bless her, Gwendoline Christie doesn't have the vocal charisma to pull off being a voice in a suit.

I'd agree about most of the characters in TNG. Most of it wasn't down to the quality of the actors, more to do with the writing. As has been mentioned, there was little to no tension between any of the crew members (which surely must have been virtually impossible given their disparate natures). Any slight disagreements you know would be patched up by the end of the episode.

Wil Wheaton (Wesley Crusher) showed he was more than capable of delivering a good performance when he got a decent script and a story that revolved around him (First Duty).

I would disagree about Guinan though; along with Picard and she was one of the most interesting characters in the whole show.

In relation to other shows, I'd say The A Team. 'Howling Mad' Murdoch, the awesome 'B.A. Baracus', the fist-fighting, cigar-chewing 'love-it-when-a-plan-comes-together 'Hannibal' Smith - and then there was 'Face', who must have wondered at times why he wasn't given as interesting character to portray as the other three.

The detective (series) "Vera". A terrible attempt to create a sort of British female Colombo
Script writing stuck in an 80s provincial TV station mode didn't help her.

Yes but he had some good lines like

"look at the size of the Adam's apple!"

Ziva David from NCIS.
She was a Mary Sue in all but name. Always had the right/wrong connections. Always had the skillset that was needed.
And for me, she was written/played so "enigmatic" that I could never get invested in what happened to her.
At least with ["Very Special Agent"] Anthony DiNozzo [almost as uninteresting], you got to scream at the TV for getting away with things you know he'd have been fired in the real world. So at least he wasn't boring.

Sergeant Joe Friday Dragnet This show is the father of call tv police procedurals. Joe Friday is by far, one of the most boring television characters of all time.. He did same thing day after day , wore the same suit , followed every rule and procedure monotonously and without fail, never made a single mistake or misstep and never got in any trouble with his superiors. Outside of being a cop, Joe Friday had no life whatsoever , in all things he was positively probotic.

To put Joe Friday in proper perspective , a pod person from Invasion of the Body Snatchers is less boring then Joe Friday .:D
