well in tokra sam did say that jacob moved to colorado springs to be 'closer to her in his final days' so theorteically it could be his house, and it would have made sense for her to take it over since he would still have to 'exist' for the sake of natl. security. i mean he'd still get mail and i'm assuming he gets paid, retirement if nothiing else.
and, short of the govt. 'killing' him he'd have income tax and all that. so he'd need an address...

and as to sam meeting orlin....it wouldnt' surprise me since i have the feeling that the glowy aliens will be back
