I agree that Teal'c isn't a very three dimensional character and the only real passion we've been allowed to see is a very negative one - that of revenge.
I think that maybe you have to dig deep into the human psyche for the reasons. For example, as humans we're taught to mistrust anything which is different from us, we're taught to fear not being in control of ourselves. Most people spend the whole of their lives being afraid to be who they really are because they might make people fear or despise them. It's a deep seated hangup of our species, and it's why we bully, torture and kill those who are weaker. The animal kingdom does often weed out the weak or the sick, but they don't do it for pleasure. Humans do. In fact we're the only species who kills for pure pleasure.
This is why the writers of shows appeal tp our liking for the wholly human, and encourage our hatred of that which is different or alien. It's a moral stance taken by society.
Teal'c falls in the middle. He's neither human nor Goa'uld. But because the writers have to follow some political correctness, they can't show him as having too many human characteristics because that would be giving him approval. The same applies for the other species in the show.
Giving him a life, or a romance, or even showing him having an interest in a pretty female airman would be to suggest that he's as good as a human. And that can't be. Not because you guys wouldn't be able to take it on board, but because there is a whole viewing public who want their goodies to be very good and their baddies to be very bad. Characters like Tea'lc who fall between two camps are just tolerated.
And people mostly buy into the whole thing, hence a proliferation of fanfics about Sam/Jack, Sam/Daniel, Janet/Daniel, but very few people wish to write in depth about Teal'c, not because they don't like the character, but because they don't think of him as being 'quite human', therefore attributing romantic characteristics simply doesn't occur to them. Teal'c to them is not a romantic character.
Yet as far as I am concerned, he, The Goa'uld and the other alien species hold far more romance for me than any of the SGC humans. Teal'c could be an immensely romantic character if someone would only put him in that position. Even if you did it from the POV of his past life as a Jaffa and First Prime to a System Lord. God..... think of all the stuff he would have seen and done.....
I think the possibilities for someone like Teal'c are infinite...
And I don't even particularly like the character!!!
