Herb is Homer's half-brother, the product of Abe's fling with a circus performer. He has his own car company in Detroit (I think).
When Abe thinks he is dying, he tells Homer about his brother, prompting him to find Abe. When Homer finds Herb, he decides to go and visit him.
Comic micheif ensues when Herb asks Homer to design the "perfect car." Homer ends up designing a whacked-up car with a bubble top and all kinds of strange accoutraments.
Homer: Some things are so snazzy they never go out of style! Like tail fins... And bubble domes... And shag carpeting...
Homer: I want a horn here, here, and here. You can never find a horn when you're mad. And they should all play `La Cucaracha'.
Advisor: What about a separate soundproof bubble-dome for the kids with optional restraints and muzzles?
Homer: Bullseye!
Anyway, the car Homer designs ends up a flop costing $82,000 a pop. It bankrupts Herb, and causes him to lose everything.
