It was one of Stannis' lords to Cortnay Penrose when he wouldn't risk Storm's End in a duel. I know this isn't enough to win the quote, but it helps whoever goes next. I don't have my books with me where I am you see. :)

A quick delve into my books shows that it was Cortnay Penrose himself who said that to Stannis, here's the full quote:D

"Is it the justice of your cause you doubt, my lord, or the strength of your arm? Are you afraid I’ll piss on your burning sword and put it out?"

GoH, i could never have got anywhere near that without my books, so you must post the next quote!

Nope it was neither of those two. I just noticed the three guesses so far are all brothers of the Night's Watch.. Interesting :) Keep guessing!
