I also thought this was Cersei during the Battle of the Blackwater until I remembered that she doesn't have a POV until AFFC. Since I still think this was said during the Battle of the Blackwater I'll go with Sansa.

Sansa is correct, altough Battle of the Blackwater is not. She thought this just before her wedding to Tyrion. She was looking around to see who was there, and saw 'Lady Tanda's pregnant daughter sobbing for no apparent reason.'
