Who would think such a thing?

C'mon guys, if Ned is marginally closer than Cat and both are still far of the mark, Sansa and Arya are definitely out of the picture.
 
Not sure how this would be "close to Ned" but nobody's followed Tywin's Rule and guessed Tyrion yet, and I don't know many other POV characters from AGOT who would think that besides one more that I'm keeping in my back pocket in case Tyrion is wrong.

Remember that there are no shortage of "kings" or potential "kings" in our tale. The kingsguard mentioned here may not necessarily refer to that in Kings Landing.

Well the only other person who maintained a Kingsguard (however brief) was Renly. Dany's guardians are called Bloodriders and / or Queensguard. Robb had a direwolf, Stannis has the red witch and Balon wasn't king long enough to form a new Kingsguard (he probably would've drowned them all anyway).

So if we're talking about Renly, and it must be a POV character, I submit Catelyn.
