Or, the Doctor lost the instructions or bought it second-hand without them, and with the Time Lord Support Desk offline he is still learning all the features and discovering new ways to do more on it.

The screwdriver is 100% deus ex machina these days, that's for sure. I enjoyed the scenes referenced where the screwdriver had a program running for [lots] of years, but it is very much the "get out of most situations" card now.
Invisibility watches.... are incredibly useful but will drive even more plot holes in future when they're not used in situations that they'd be perfect for....
