If it is any help, just to narrow things down, it was in Magician's Gambit, in the first half of the book (before Garion meets Aldur).

Well, there's an increasingly small bracket to work in here... *ponders* Well, there's only one of two things it could be I think. The conversation in Belgarath's tower in the Vale?

Yes. At the end of the conversation where Mr Wolf explains the meaning of the name Belgarion. Garion asks if Mr Wolf ever wished they were back at Faldor's, then Garion says that they won't be able to go back there, as they wont be the same people anymore, as "I'll be Belgarion and you'll be Belgarath". And from then on it is always Belgarath talking. I always miss the transition, until the next chapter when Garion wonders when he started thinking of his grandfather as Belgarath.

The leader of the Bear-Cult at that time was named Ulfgar. Ulfgar turned out to be a Grolim called Harakan as Steelyglint says. However, Harakan/Ulfgar was also a Chandim - which means he was one of the Hounds of Torak who Urvon managed to change back from being a Hound into a human being again.
