It is indeed Ned Stark! He was not referring to Gendry, however. He was referring to Stannis. This was shortly after Robert's death in AGOT and the small council was discussing what steps would need to be taken until the king's heir came of age, not knowing Ned had dispatched a letter to Stannis informing him that Joffrey was not Robert's trueborn son and therefore he was the rightful successor to the Iron Throne.

Sidebar: I was determined to pull a "thought" from AGOT but it was absurdly difficult! It appears that in his first volume GRRM did not rely as much on the thought device as in later volumes. It seems nearly half of ADWD takes place in some person's head.
