Yes, I remebered that. He's a really pathetic character, and one of the only POV chars that would have thought that

The only POV character that I can think of that was building anything is Sansa, so I'll go with her.

I['ve used blanks to indicate two missing words, rather than a series of dots. I hope this make it clear. The two words removed becuase they would have made it way too obvious. Give the two missing words for extra credit :D
 
Is it maybe Jaime to Cersei, and the missing words were Sweet Sister?
