You know I thought 'Spooks' was older than '24' but I just checked on IMdB and the first series of '24' was 2001, 'Spooks' was 2002. I'm not sure of a great similarity, though I admit I stopped watching 'Spooks' after everyone had died in the second Season. '24' is a great concept, but it somehow needs a suspension of belief that Jack can have such a full life.It blatently is an attempt at a British 24..
I agree that a lot of the characters are mostly flat as well. Dosesn't seem to be much to them, especially the chinese lady (forgot her/her character's name).
Well he did say, when he was admitting that he can't die, that when he finds "the right kind of doctor" he will ask him why he can't die. It seems like everybody else that the Doctor interacts with, Jack is spending the rest of his life (which in this case will be a very long time) looking for the Doctor and Torchwood is the best way to do that.My biggest problem with Torchwood is that Jack is supposed to be a friend of the Doctor, and yet he's working for Torchwood? The organisation that was set up to ensure the Doctor stayed away and to fight any and all aliens that come to our planet?
Seems like aconflict of interest to me.

I just think one can read too much into it... its an entertainment programme... end of story. Its not claiming to be anything else....
