Torchwood does veer close to the standard of other shows RTD writes and so far is all flash. Like Doctor Who, the show feels rushed with no time to build interest. But then his strong points as a writer aren't Sci/Fi or (TBH) story pacing, hopefully as other writers come in things will improve, or at least the goal will become apparent.
Could do without Cardiff and sex too. There is something about mass South Wales accents that can put your teeth on edge after a while, nearly as bad as Scouse.
Realism? I'd have been more surprised if Dumbkop had been trained, the rest of the team are there for the toys and really do not care for the rest.
